It's come up a few times before to allow page breaks onto the "first" or "second" half
of a spread, rather than to a left or right page specifically, since the intended behavior
often depends on the writing mode / direction. See e.g.

Do we want to add 'recto' / 'verso' keywords in CSS3 Fragmentation?

(This was on my list of things to tackle for css3-break, but I forgot.)
