The proposal is to alter the "num" production to:

num ['+'|'-']?([0-9]+|[0-9]*\.[0-9]+)

I don't think any text needs to be altered in CSS2.1, at least not
Chapter 4, as it doesn't explicitly talk about DELIM tokens, but
rather just optional signs.
