[css3-multicol] initial value of 'column-rule-color'

ร˜yvind previously raised this issue as point (2) in
http://lists.w3.org/Archives/Public/www-style/2010Mar/0198.html .
(Point (1) was addressed, but point (2) was not.)

http://dev.w3.org/csswg/css3-multicol/#column-rule-color currently
says:
  # Initial:    same as for โ€˜colorโ€™ property [CSS21]

I believe it should instead say:
  # Initial:    currentColor
as http://dev.w3.org/csswg/css3-background/#the-border-color does.


It seems far better for column-rule-color to follow the current
foreground color by default than to use the browser's default color
by default.  That's also at least what Gecko does.
