I guess that the widows/orphans properties that are consulted for
deciding nearness to top or bottom are those of the blocks that precede
and follow the 'snap'ped one. The explanation on the editor's draft is
not very clear about it and this might be the reason why I didn't
realize the implied semantics.

(By the way, I count "*Five* new keywords on 'float'" that "have been
added" (http://dev.w3.org/csswg/css3-gcpm/#page-and-column-floats))
