Thats true for CSS 1. Level 3 not so much.

Really, if execCommand isnt supported well nor used much yet, it is the one to get fixed.

That being said, Ive yet to see a text editor GUI that encourages (or better: restricts) users to apply styled semantics instead of semantic styles. It doesnt make sense to make bad design easier.
