The Changes section of CSS2.1 is huge. I suggest we clear it out (it's a list of
changes since the last REC, CSS2.0) and start over, tracking changes only from
REC to REC. We can link to the previous REC's Changes chapter from the Changes
section, though, for anyone who wants to dig deeper. :)
