Rossen Atanassov of Microsoft has been kind enough to fork the pagination controls from CSS3 Paged Media into an independent module, currently titled CSS Fragmentation Controls Module Level 3: http://dev.w3.org/csswg/css3-break/ There are a number of outstanding edits that we will make shortly, but the intention is to define CSS fragmentation more precisely and to incorporate and expand on the controls defined in CSS3 Paged Media, CSS3 Multi-Column Layout, and CSS3 GCPM. Since CSS3 Paged Media is referenced from some non-W3C standards, its feature set cannot be cut; thus we will not be removing the page-break-* definitions from it, only ensuring that they maintain compatibility with CSS2.1 and don't clash with developments in CSS3. However, the focus in Paged Media going forward will be to refine the page box model, not the pagination model. ~fantasai
