Re: [css3-ui] scoping 'nav-index' (or tabindex) for large document use cases

Tabindex refers to a particular stricter at a particular time. While some basic structures are static, widget uses are likely to require aria-activedescendant and roving tabindex.

There are some complexities around this area.

This is very much about presentational semantics. It's just mostly about presentation and keyboard navigation.
