Yes, CSS 2.0 was where angles were used first. <http://www.w3.org/TR/1998/REC-CSS2-19980512/aural.html#spatial-props> Since that part didn’t make it into the (first) revision of level 2 and is postponed to a later level of the Speech module, and because angle values are now used elsewhere, the text in the Values module should change of course.
