They were put in the incoming/ directory because they were not in the right format and had obvious errors, as indicated in the email. submitted/ is for tests that are ready for review. They're still not in the right format: I can't build tests that have support files not in the support directory, and I can't build tests that have conflicting filenames. I'm pushing the rest of the tests to the server. I can't fix all of this tonight. And I still haven't gotten to any CSS2.1 issues. These will have to wait for the next release. ~fantasai
