here is a proposal for CSS 2.1 issue 26:

In http://www.w3.org/TR/CSS21/tables.html#height-layout :

Change the third paragraph from:
  # In CSS 2.1, the height of a cell box is the maximum of the table
  # cell's 'height' property and the minimum height required by the
  # content (MIN).  A value of 'auto' for 'height' implies that the
  # value MIN will be used for layout. 
into:
  # In CSS 2.1, the height of a cell box is the minimum height
  # required by the content.  The table cell's 'height' property can
  # influence the height of the row, but it does not increase the
  # height of the cell box.

In the second paragraph, change:
  # it is the maximum of the row's specified 'height' and the
  # minimum height (MIN) required by the cells
to say:
  # it is the maximum of the row's specified 'height', the specified
  # 'height' of each cell in the row, and the minimum height (MIN)
  # required by the cells
