https://bugzilla.mozilla.org/show_bug.cgi?id=200930#c98 (comments 98
through 100) suggest that the case had been fixed in the Web Apps
1.0 spec on 2006-06-27, although the reason Gecko implements the
right case is because we noticed the inconsistency in the code and
*then* noticed that the spec had been fixed under us.

Was what's in the current CSSOM draft forked from the WHATWG spec
before the material was removed from the WHATWG spec?  If so, are
there any other useful edits that were missed?
