[css-style-attr] Cascade clarification

css-style-attr 4 Cascading says: "CSS2.1 defines how style sheets and
styling attributes are cascaded together." In CSS 2.1:6.4.3
Calculating a selector's specificity, but not in CSS3 anymore, not in
the css3-selectors module, not in css3-cascade module. When reading
this document with CSS3 modules in mind, a clarification would be more
helpful here than a link.
