As far as I read the draft, it's inherited, so yes.  You'd want to do

<span style="white-space-collapsing: discard">
 <span style="inline-block;width:25%; white-space-collapsing: collapse">
   <a href="#">1</a>
   <a href="#">2</a>
 </span>
 <span style="inline-block;width:75%; white-space-collapsing: collapse">
   <a href="#">1</a>
 </span>
</span>
