The property definition tables in sections 2 and 3 both state that
percentages "refer to the size of the element's box". However, both
'transform' and 'transform-origin' may apply to inline-level elements,
which may generate multiple boxes.

(Safari doesn't support applying these properties on non-replaced inlines
at all, but Firefox seems to transform the boxes individually, at least
when line-breaking.)

As for block-level elements there's display:list-item which also generates
more than one box (in this case it doesn't make sense to transform the
marker box on its own).
