How about removing the family name altogether, i.e., replace it with
an empty string? My guess is that it will be hard to reuse such fonts
on the desktop even if they are accidentally dropped into the fonts
folder.

If this hypothesis is right (can someone with better font editing
tools test this?), it would amount to a technical barrier. Also, the
solution would be language-neutral. (On that note, "trespassing" is
misspelt in the quoted text.)
