The CSS WG decided to add that note at the end of section 8[1] with the following text: Note that the 'direction' property is often set by rules in the UA style sheet based on mark-up in the document, as recommended in CSS 2.1 [CSS21] section 9.10 ("Text direction: the 'direction' and 'unicode-bidi' properties"). (Section 9.10 of CSS 2.1 defines the 'direction' property, sets its default to 'ltr' and in turn points to the appendix of CSS 2.1 that shows how HTML mark-up can change that property.)
