FW: [css21] Rendering page boxes that do not fit a target sheet / Positioning the page box on the sheet

CSS 2.1 has the sections in the subject (Section 13.2.1.1 and 13.2.1.2); but, since one can't specify the media 'size', the  page box should always  match the target size.

These sections probably should be removed from 2.1.  I assume they're a leftover from css2, which included 'size'.
