Mostly yes, but not if Helvetica has been installed on the system.
These fonts might appear in different variations, but in my test, Arial
is horizontally denser than Helvetica. There is not much difference in
x-height though: Arial 0.519, Helvetica 0.523.

(which has several obvious and probably some non-obvious sources of
errors, but what else is there in this area?)
Helvetica has about 7 % coverage on Windows.
