[css3-namespace]updates on references needed?

Hi, CSSWG.

Here are some comments re the current Editor's draft of css3-namespace.
(though I think they are just minor, editorial issues.)

1. The reference to CSS21 currently points to the old WD. Is there any
reason not updating it to the latest CR? Same question with SVG12, which
also referring to the previous version.

2. Also in the ref section, REC-XML-NAMES now appears both in the
normative section and the informative. Does that mean some parts of the
document are normative and the other some are informative?
