you raised a concern about testability. As the conformance section states  
you can't conform to the CSS Namespaces Module without conforming to a  
hosting specification. That is exactly what is the case here. You can't  
test the statement on its own, but you can test it using Selectors or the  
attr() contruction. Hopefully this clarifies the situation.
