The CSS WG decided to _not_ change the spec based on the SVG WG's comment (numbered ISSUE-104)[1] about whether CSS2 implicitly makes SVG properties illegal by reserving certain names for CSS. The issue is solved by the CSS and SVG WGs agreement to publish a CSS3 module with SVG properties (whose syntax and semantics are defined by reference to the SVG spec). That module makes it easy to find the list of all defined properties and makes it clear that the SVG properties are also CSS properties. (The first WD of that module still hasn't been published :-( but that is a different issue.)
