Re: [CSS21] is -0 non-negative?

The CSS WG decided as follows on Björn Höhrmann's comment[1] on the 
validity of "-0":

  - Add the sentence "-0 is equivalent to 0 and is not a negative
    number." to the end of the first paragraph in 4.3.1.
