In my experience, even most internet web applications require it, because they often have load times in the 30 second plus region (and this isn't just because of slow consumer connections; many big sites are slow with very fast consumer connections). Note that PDF had to add incremental loading captilitise ("optimised PDF") to try and make it more usable on the internet, although that is just for documents.
