The working group discussed this.

We couldn't see why you thought that Selectors was specific to CSS. The 
title doesn't mention CSS, the abstract talks about different 
applications, and as you point out, the prose talks about it too.

The only thing we could find that might be confusing is the document 
location ("css3-selectors"), which is that way for historical reasons and 
can't really change easily due to W3C Process.

Therefore we couldn't see what should change.

If this does not satisfy you, please let us know more detailed reasons 
with suggested change text.
