The XSL spec references CSS 2.0 from Grosso, Paul on 2005-10-20 (www-style@w3.org from October 2005)

As the XSL Recommendation [1] refers to the CSS 2.0
Recommendation, it is not acceptable to the XSL FO SG
that the CSS 2.0 Recommendation be obsoleted by
CSS 2.1 given that the latter has removed properties
in the former that the XSL Recommendation references.
