I've decided to implement the algorithm Ian suggests in 
http://lists.w3.org/Archives/Public/www-style/2004Nov/0034.html in Mozilla for 
the time being, since that keeps compat with the current (1.7) Mozilla code and 
with Opera and Konqueror on the simple (no scrolling involved) testcase as far 
as I can tell...

I'd still like the spec to be corrected one way or another to resolve this 
ambiguity.
