In my opinion the proposed mechanism for property extensions
sets up a parallel namespace scheme. At some point there even
will have to be a prefix registration body as well.

I propose to extend the CSS3 @namespace rule, which now can
introduce namespace prefixes that are available to selectors
and property values only, to allow the prefixes also to be
used in property names.

In that case you don't need a new prefix syntax and you don't
have to worry about prefix clashes, because they are local to
the style sheet. Note that CSS would also become more modular.
