As the abstract notes, the draft "consists of all CSS features that
are implemented interoperably". IRIs have not been implemented and it
is unlikely that they would. Also, adopting IRIs would make CSS non-
compliant with the architectural principles set forth in the reference
character processing model in the W3C Character Model, see

I'd rather XLink 1.1 and SVG 1.2 are "fixed" to comply with C014 and
I've filed comments to this effect on both drafts.
