9.5.1 Positioning the float: the 'float' property
The Principle of tight packing could achieve better packing
if it were not so strict about being placed as high as possible.
Here is an example of problem of build-up on the right that
results from this rule:

IMHO:
Boxes ought not be treated too much unlike characters. If text
characters were formatted according to draft CSS3 rules, you would
see text like this:

| formatting like this. |

Perhaps the principle of meaningful names should be stronger, so
that it would apply somewhat to the principle of tight packing.
If dropping a box less than half its height would result in
being able to move it to the left edge, of its container, it
would be fitting to do so.
I propose making a change to allow this.
