Yes. See previous replies.
However, it is an undesirable feature because it makes the assumption
that one will always want to set all applicable options. As that
it not the case, it compromises the cascade; in particular, a user
cannot disable blinking, within the CSS model, without also disabling
all other text decorations.
With a clean sheet, there should have been several different properties.
