This is the CSS WG's response to an issue you raised on the last CSS 2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to publish CSS 2.1 as a CR in about two weeks. What do you mean, the "smallest enclosing block-level element"? If you're trying to say something about nesting (I'm guessing based on the example), then *say* something about nesting. E.g. :first-line pseudo-elements are nested in the same order as the elements themselves. CSS WG response: "smallest" becomes "inner-most".
