This is the CSS WG's response to an issue you raised on the last CSS 2.1 draft (http://www.w3.org/TR/2003/WD-CSS21-20030915). We want to publish CSS 2.1 as a CR in about two weeks. (three examples included) CSS WG response: Text changed: Punctuation (i.e, characters defined in Unicode [UNICODE] in the "open" (Ps), "close" (Pe), "initial" (Pi). "final" (Pf) and "other" (Po) punctuation classes), that precedes or follows the first letter should be included And added: The ':first-letter' also applies if the first letter is in fact a digit, e.g., the "6" in "67 million dollars is a lot of money."
