Bugs or Mozilla have a policy of standards compliance, typically an attribute of a non-dominant supplier; Microsoft appear, to me, to have a policy of minimising support costs and (unjustified) criticism when bad HTML stops working, possibly also with one of matching commercial wants rather than W3C policy.
