I interpret this to mean that the border is painted over
the background.

If so, it conflicts with Section 14.2 and 17.5.1's figure.
If not, it conflicts with Section 8.5.3.

(The original wording seems to reinforce Section 14.2
 rather than Section 8.5.3.)
