Announce: new definition of absolute positioning

A new definition of absolute positioning is proposed to replace the
current text in CSS2. It adds a value 'static-position' to 'top',
'left', etc., to partly replace the overloaded 'auto' and specifies
that positioned elements take on the height of their content, just
like other block-level elements (and as implemented in most browsers,
but unlike the old definition).

The new text can be found at the bottom of the errata for CSS2:

  Bert Bos ( W 3 C ) W3C/INRIA 2004 Rt des Lucioles / BP 93
