You may want to find out about the difference between a "validating SGML
system" and a "non validating SGML system"?

Mozilla, as well as any other common web browser so far produced,
belongs to the category of "non validating SGML systems".

Inside a "non validating SGML system" a <!DOCTYPE... declaration has no
practical meaning...
