The errata document [1] contains this entry:
# 12.2 The 'content' property
#
# The 'content' property applies to 'display : marker' elements and both
# :before and :after pseudo-elements.
However, since no elements can be set to 'display: marker' except
generated content (:before and :after) [2], there is no point in that
change! What was the thinking behind it?
The CSS2 spec currently reads:
# 'content'
# [...]
# Applies to: :before and :after pseudo-elements
