It does not mean that BECSS _is_ going to be a css3 module, it does not even mean that css3, as we currently build it, is going to be a REC ! It only means that becss is integrated in the css3 roadmap because (a) this work is done in the css+FP wg (b) it could be a module of css3 (c) group members agreed on that.
