Not all W3C specifications start as submissions - in fact, many do not. And some start by taking parts from more than one submission, or from other publically available specifications. Yes, Hakon Lie was the person who coined the term Cascading Style Sheets, for his work on a style sheet language which made many important advances on the style sheets originally envisaged (but unfortunately not developed) as part of the Web when TimBL wrote the original Web proposal. -- Chris
