The stuff at W3C is a submission to W3C. W3C has not yet started any activity in this space, so no other documents have been produced by W3C in this area, as far as I know. The most recent stuff on SWRL produced by the Joint Committee can be found at http://www.daml.org/rules/ Version 0.6 there is very close to the submission to W3C.
