The stuff at W3C is a submission to W3C. W3C has not yet started any
activity in this space, so no other documents have been produced by W3C in
this area, as far as I know.

The most recent stuff on SWRL produced by the Joint Committee can be found
Version 0.6 there is very close to the submission to W3C.

The Joint Committee is still active so there is the chance that any
problems in version 0.6 of SWRL will be fixed.

[[Yes, this doesn't answer your technical point.]]
