RE: Assigning URIs to people

I don't know of a good article,
 
but FOAF people have strong opinions about NOT to identify people by URI
and instead indirectly by a property:
<this> <foaf:mbox_sha1> "234234234234234234234".
or 
<this> <foaf:mbox> "mailto:leo@test.com".

Hi,
Does any one know of a article/webpage that discusses the issues
surrounding the issue of assigning URIs to a person.  I am looking for a
source that can back up a point I have made about how the implications
of this are unknown, in my dissertation.
