I have no answer for the main point of your question (Charles has already replied, though), but a minor technical point: For RDF (in its XML and N3 serializations at least), the namespace would have to be ~ http://gmpg.org/xfn/1# (the difference is the trailing hash mark). It's simply contracted with the part after the ':', so if you used the namespace URI you gave, xfn:rel would be ~ http://gmpg.org/xfn/1rel which is not what you said you wanted.
