Where do you want comments to go?
I note applicability to ISO registries such as lang tags and country codes.
To permit IRIs with non-ASCII info namespaces I suggest
info-namespace = ALPHA *name-char /
escaped *name-char
name-char = ALPHA / DIGIT / "+" / "-" / "." / escaped
Please specify UTF-8 as the encoding for the escapes.
