rdfs:label and rdfs:comment are defined by RDF schema as an aid to creating 
RDF schema, but their descriptions are quite generic and they don't carry 
any special schema-related semantics.

Is it appropriate to use these for labelling and commenting *any* RDF 
resource, which may have nothing to do with an RDF schema?
