Inconsistency in N-Triples "language" Production Case

The file example08.nt [1], as referenced from RDF/XML Syntax
Specification [2], contains the following literal N-Triples production
instance:-

   "RDF/XML Syntax Specification (Revised)"@en-US

According to the language production [3] in the latest rdf-testcases
WD, however, upper case characters are forbidden. Is rdf-testcases in
error, or example08.nt?
