Working my way though the test cases I have noticed a small issue.
http://www.w3.org/TR/rdf-syntax-grammar/#emptyPropertyElt doesn't forbid
the following error case:
http://www.w3.org/2000/10/rdf-tests/rdfcore/rdfms-nested-bagIDs/Manifest.rdf#test007
PS: On a related note, I am assuming this is left over from some time in
the past when this may have been a positive test case:
