In section 4.1.2 [1] of the RDFS CR [2] it says: [[ this specification recommends that a new namespace URI should be declared whenever an RDF schema is changed ]] Why was similar language removed from the 30 April 2002 RDFS WD [3]? The RDF Core WG has closed the related issue [4] with a decision [5] of "not in scope", which may be appropriate but the removal of the above text seems to imply the recommendation is void. If the quote above does not represent the "best practice" for RDF Schema versioning what is the best practice? When will the W3C make a Normative statement regarding RDF Schema versioning?
