The RDFS spec states: The abstract RDF Schema core vocabulary can be used to make RDF statements defining and describing application-specific vocabularies such as the Dublin Core Element Set. Perhaps it should also be added that the portion of the vocabulary not defined as a ConstraintResource can be used in non-schema applications also.
