modification to proposed text for Section 3.1

Based on comments, here are the bullet items for Section 3.1 (normative 
parts of the spec)

-- Statements prefaced by the keywords, Conformance Requirements
-- Statements using a capitalized keyword from RFC 2119
-- The priority level associated with each checkpoint statement
-- Section 3, Conformance

These items, allow us to express other conformance requirements outside of 
the "ConfReqs" sections where we enumerate the fulfillment criteria of the 
checkpoints.  For example, in sec 3.2: "Extensions to this specification 
MUST NOT contradict nor negate the requirements of this specification. For 
each degree of conformance claimed..."
